looking for info on raising pH of sandy soil using coal dust or ground up coal(about like flour). Not fly ash or other combustion by-product

I don't know about coal dust...I raise the ph of my soil using soil sulphur, made specifically for raising ph level... lots of organic matter helps too...

Sulphur will LOWER the pH of soil, not raise it as it is an acid.

Wood ash and lime are both great for raising the pH of soil but one should always get the soil tested before adding amendments. I would think coal would just add carbon or lower the pH as it tends towards acidity.
