The flecks in your picture look like whitefly. Tiny red bugs may be spider mites. Personally, I would wait a week before spraying anything. When I wait, usually predatory insects (predatory mites, wasps etc.) show up on their own to take care of the problem. A good blast with the hose will often knock down pests, which have a hard time crawling back up.
When you use a pesticide, even an organic one, you often get trapped in a cycle of respraying because you knock out the good bugs with the bad. Also, many plants can do well despite a few pests.
Finally, to pre-empt Kimm1, how is your soil? Plants grown in healthy soil are more resistant to pests. Unhappy plants are pest magnets- the bugs can chemically "sniff" them out.

Thanks for the suggestions. I gave it until friday to improve. I tried one of the insect soap recipes on here and they are no longer active. I pruned some of the branches and yellowed leaves. There are still lady bugs and a large green bug that looks like a leaf. So it did not appear to kill everything off.
Regarding the soil quality...This was my first year so the soil was in ok shape. It is a lot of clay. I mixed in manure and topsoil when preparing the bed. I have been fertilizing with fish emulsion every few weeks.
