Since you are in zone two I'd say wait until spring. They have a few weeks to establish themselves before it freezes. If you were in zone 5 or south I'd say divide now
Or you could divide them now and pot them up to grow inside over the winter.
How long do you have until the ground freezes? I have transplanted chives in all weather except when the ground was frozen. they are pretty tough, but I'd say they probably need a month for the roots to get established.

I would wait until spring. Chives transplant very well and you can divide it into as many parts as you want next spring and they will do well. My chives seed every year and are almost turning into weeds. They have invaded the raspberries, and the original small clump is now about five feet diameter.
