Fruits come from the flowers. Let them do their thing. I only heard that it is good to pick the flowers off of 1st year strawberries, peaches, plums, etc.. so the plants can establish themselves, but annuals.... Let them fruit and enjoy the hotness. Man, I'm getting hungry! B-)
I have had mixed success picking off pepper flowers that I thought were flowering too early-like when it was way too cold to put them out, and got delayed by a couple of weeks. Some seemed to grow quite a bit before starting up again, others just stayed stunted, and never took off. Try it and see if it works for you - the only way to find out. I had some plants produce WAY TOO MANY flowers, when I had them inside under a HPS light (before I knew what they did), and it helped to pick over half of them off, or they would have been mini peppers. But that is another topic.
