Again an uneducated response.
Many, no most, ethnobotanicals are 100% LEGAL in fact the U.S. supreme court has ruled that the bona-fide religious use of both peyote and ayahuasca is protected by the constitution, and NOT just for Native Tribes people either, in many states it is completely legal for a 100% white (or black, or w/e) person to grow and use peyote.
What your saying is equatable to a Nazi saying- "We've always hated Jews so we should continue to do so, because that is the way it has always been".
Weather it should be legal or not IS the reason to change the law, what your saying doesn't even make sense!

No, what I'm saying is that if you want the law changed, work to change it. YOU were the one that brought the "If alcohol is legal than cannabis and the other psychoactive botanicals should be as well" comment into the mix. As far as uneducated, IF you were to respond in STANDARD ENGLISH with correct wording and punctuation, we MIGHT be more able to understand what you are saying, and IF you read with comprehension, you MIGHT understand what we are saying.

Much as I would love to put up a fench no matter how high would render most of his driveway unusable for parking as he would not be able to open his car door.

Sometimes I find it most helpful to remember that on his side of the property line, I'm the problem neighbor to him. If you're not doing things the same way he is (in this instance, weed control), are you still doing something to deal with them? Or are they running rampant, causing issues for his lawn. I'm not saying he has any right to treat your lawn, but you have a responsibility as someone sharing a property line to take care too, maybe hand pulling weeds or replacing the lawn with a no/low maintenance alternative. Be a good neighbor to those around you, and they will return the favor.
My weed control does not incluede chemicals. I use vinegar on some and a good old fashioned weed puller.

In all seriousness I would suggest you just go knock on his door and talk to him.
I sure would like to talk to him and have done so. He just looks at me like he can see right thru me and walks away.

Last week one lonely little dandelion was setting in the middle of my back yard. I was in the car leaving for work. When I got home from work it was gone!!! A nice little patch of dead was all that was there.
While I like the idea of the Yankee logo (I was thinking more of a cuss word) I won't sink to his level.
What I have done is set up a video camera. Per the law dept in my city I can legally video my own yard. When I have it on video he can then be charged with criminal trespass.
Or I could have a still picture made -- poster size -- as a wanted poster.
If I catch him on the video I will probably have the police or an attorney warn him.
I have lived here for over 30 years and get along with all the neighbors -- including his wife (she thinks he is an a h). In that 30 years there is never been a chemical used anywhere in my yard or vegetable garden until now.

If he won't talk to you then maybe you will have to take legal action.
I think you have a great plan!
Also, put up a no trespassing sign.
If he gets violent, then pepper spray him!
