I used to make those. They're lovely, and the scent is wonderful. There are verbal directions on p. 352 of "Rodale's Illustrated Encyclopedia of Herbs", a really useful book. Somewhere I had directions with photos, but can't find it now.

Owl, you gather an odd number of stalks, then tie them tightly right under the flower/bud area, leaving a "tail" of ribbon hanging down, and a longer "tail" on the outside to weave with.
Next, you carefully bend the stalks over the flower/bud area, creating a kind of "cage".
Then you just go around the cage over and under, tightening as you go, until you reach the end of the flower/bud area.
Finally, you tie the ribbon ends in a knot (weaving down and up the stem if you like) and tie a bow to end the wand. Admire your work, snip off the ends of the stalks and store somewhere dry.
Does that help, or is it too much information?
Sure hope you have luck getting some lavender going...I have never tried seeds, but am going to make a ton of cuttings from the plants I have.
