I have never done this but have read articles about it. First and foremost they all say to check to make sure doing this is legal to do where you live. You also need to have a hose (not a watering can) handy and ready to use to keep the fire from going out of control.

Depends on WHERE the crabgrass is. I use a special propane wand made especially for weed killing, but only use it in places like cracks in the driveway and sidewalks and on weeds in the rock mulch. It doesn't take much, just enough heat to wilt the foliage. Perennial weeds like dandelions sometimes come back but annuals like crabgrass don't.

If the crabgrass is in your lawn, it would be hard to burn just the crabgrass and not the regular grass. And since crabgrass is an annual, you could have the same problem next year when a new crop of seeds sprouts.

Are you sure you're using the corn gluten meal correctly? You need to apply it in spring, about the time the lilacs bloom. And you need to apply it quite heavily. Lots more than any chemical or any other fertilizer. And water it in well. The only place I had crabgrass in the lawn this year was the spot left over after I ran out of corn gluten meal.
