This is my first time to try cuttings. They are of Salvia, Sage and Southernwood. They were done about 3 weeks ago. They are in special soil-less soil, and enclosed in plastic bags. Just recently the leaves started turning Black.
Can anyone tell me what to do?

I check the soil every other day. It is moist, not damp. And spray the leaves. They are in the kitchen out of direct sunlight, at 65 to 70 degrees.

My guess is that your cuttings have the rot. Probably too much moisture with the spraying or spritzing of the leaves. Plants don't like water lurking on their leaves for long periods of time. You could try pruning the black off,maybe you will get some root action on the cuttings,maybe not. What you will see next might be blackened areas of the stems at the soil line.
I'd be prepared to buy packets of seed and start plants in february.
